Exporting organic products to Hungary
Hungary has two control bodies and no state organic logo. The step exporters miss is that NÉBIH must validate the operator in TRACES before a certificate of inspection can be issued at all.
The EU framework that applies
Organic production, labelling and imports across the EU are governed by Regulation (EU) 2018/848, applicable since 1 January 2022. National authorities administer and enforce it; they do not set their own organic standard.
Processed food may be labelled organic only where at least 95% of its agricultural ingredients by weight are organic. Every pre-packaged organic product produced in the EU must carry the EU organic logo, the control body code directly beneath it, and an agricultural origin statement — EU Agriculture, non-EU Agriculture or EU/non-EU Agriculture.
Every organic consignment entering the EU needs an electronic Certificate of Inspection (COI) issued and endorsed in TRACES NT, in the country of export, before the goods leave. Third-country operators are certified against EU rules by control bodies the Commission has recognised under Article 46.
A deadline worth watching. Recognition of the eleven remaining equivalent third countries — Argentina, Australia, Canada, Costa Rica, India, Israel, Japan, the Republic of Korea, New Zealand, Tunisia and the United States — is set to expire on 31 December 2026. The Commission has tabled a proposal to extend it, but as at the review date of this page it had not been adopted.
1) Mandatory organic standards and labels
Regulation (EU) 2018/848 applies directly. Policy sits with the agriculture ministry; the operational authority is NÉBIH, the National Food Chain Safety Office, which recognises, codes and supervises the control bodies. NÉBIH does not itself certify.
Hungarian control body codes take the form HU-ÖKO-NN, with the diacritic. There are only two: Biokontroll Hungária (HU-ÖKO-01) and Bio Garancia (HU-ÖKO-02) — the latter having been renamed from Hungária Öko Garancia, so older references use the previous name.
National logo
There is no Hungarian state organic logo. Mandatory labelling is the EU leaf, the HU-ÖKO code and the origin statement. The marks Hungarian consumers recognise are private: the Biokultúra mark and Bio Garancia's own mark, both voluntary and contract-based, and normally restricted by licence to product certified by that body.
2) Important voluntary standards and labels
- Biokultúra — the mark of the Hungarian organic association, policed by Biokontroll.
- Demeter — biodynamic, on top of organic certification.
- Naturland and Bio Suisse — held by Hungarian producers exporting to German and Swiss buyers.
Hungary's organic area is around 6 to 9% of utilised agricultural area, below the EU average but rising quickly under the current national scheme. The domestic retail market for organic remains small, and Hungary functions mainly as a supplier of organic cereals, oilseeds and processed vegetables.
3) Approved certification and control bodies
With only two authorised bodies, the choice is straightforward — but check which holds the scope you need before contracting.
A non-EU exporter is certified by a control body recognised by the Commission under Article 46 for its country and product category, not by a Hungarian body.

4) Import requirements
Standard EU procedure: an electronic COI in TRACES NT for every consignment, endorsed in the country of export before departure.
The Hungarian-specific step. NÉBIH must validate the operator in TRACES NT before certificates of inspection can be issued for it. The operator's control body initiates that validation. Build the lead time in — a consignment cannot be documented while the validation is outstanding.
Registration with one of the two control bodies is compulsory before anything is placed on the market as organic or in-conversion. The only exemption is for retailers selling pre-packed organic who do not produce, prepare, store, import or subcontract.
Hungarian timelines are contract-driven rather than calendar-driven: an admission decision within fifteen days, a written certification contract within thirty, and an opening inspection within ninety.
